No, only one user name is allowed from the same IP address. Not only for the tournament but also generally.
It's automatically not possible to create a second user name.

Yes for the creation. Can you make moves from the same IP on two different accounts. Does this control? I do not care about me, rather for security reasons I ask

Yes, but it can be monitored for check.

Yes, but it can be monitored for check.
This is not good, because I can create somewhere and then play both players in a one tournament at home and I will actually have a spy.

Sometimes such a loophole comes useful, when man & wife or father & son need two user names for one computer.

Before the tournament all names are evaluated for possible multiple names, it only happened a couple of times.
Last year all players were even from different countries and cities very far from each other.
